Chapter 3 outlines new “layers of support” model
Introduces three layers:
Universal (high-quality teaching)
Targeted / Targeted Plus (structured interventions in mainstream; can draw on “Experts at Hand”)
Specialist (for complex needs via nationally defined “Specialist Provision Packages”)
Individual Support Plans (ISPs) required for children receiving Targeted or Specialist support:
